PURPOSE:To increase and decrease the number of turns of a wire onto a grooved roller group in simple manners by constituting the title device so that a part of the wire pulled from the opposite side to a rotary disc is introduced onto the revolution axis center of the rotary disc and then the rotary disc is revolved. CONSTITUTION:A pulled-out wire which is pulled out from the opposite side to a rotary disc 7 of a wire S wound on a grooved roller group 2 is pulled out onto the revolution axis center of the rotary disc 7, engaged with the grooved roller, and held onto the axis center by a holding means 40. Therefore, when the rotary disc 7 revolves, no variation of tension is generated on the pulled wire. The pulled wire on the other rotary disc 7 side is wound or rewound onto the grooved roller group 2 by the right/left selective revolution of the disc 7.
