<p>PURPOSE:To efficiently transfer a packet without generating delay and with low congestion probability by separating the temporal fluctuation of a transmission band area to plural classes, and performing band management based on frequency in use per time at every class. CONSTITUTION:When call issuing information is inputted from an adjacent exchanging node 1 or a user terminal 160, a call control part 162 informs it to a call issuing information routing part 164. Then, the routing part 164 extracts a line number which accepts information transfer attribute information and a call, and informs it to an information transfer attribute part 167. The attribute part 167 retrieves a table 165 based on the above information, thereby, frequency in use information at every band class of the user terminal can be obtained, and it is compared and calculated with band area class frequency in use information on a trunk line band area managing table 172 at a call acceptance calculation part 171, then, the acceptance or refusal of the call is judged.</p> |
