Embodiments of the present invention provide an access method, apparatus and system. The method comprises: an integrated mobility management network element receives an access request of a user equipment (UE), the access request being used for requesting access to a first network; the integrated mobility management network element acquires subscription data of the first network corresponding to the user equipment according to the access request; update a cumulative continuous number when the subscription data fails to be acquired, the cumulative continuous number being used for indicating the cumulative number of continuous failures of access of the user equipment to the first network; and send first indication information to a base station device of a second network when the cumulative continuous number satisfies a preset condition, the first indication information being used for indicating that the first network is no longer selected for the user equipment for access. The method can improve service stability.
