摘要 PURPOSE:To relax the discontinuity at block border and to reduce excessive smoothing by dividing an original picture into plural blocks comprising plural picture elements and applying interpolation processing to a border picture element of a consecutive gradation block. CONSTITUTION:A code data comprising a reference value La, a difference Ld and two resolution components phi1, phi2 is supplied through a terminal 1 from a coder. Three code data are distributed to a corresponding decoding section via a signal distribution section 2. A mode detection section 9 counts the resolution components phi1, phi2 for each block from a resolution component storage section 8 to detect gradation number. A representative gradation calculation section 10 calculates a representative gradation of each picture element in a block based on the gradation number in the block, the reference value La and the difference Ld. A border picture element interpolation section 13 interpolates picture elements at block border when one gradation block is consecutive with the representative gradation of the border picture element of one gradation block adjacent to the picture elements. Thus, a small sized circuit is used to relax the discontinuity at the block border, thereby reducing transient smoothness.
