PURPOSE:To measure the timewise fluctuation characteristic of packet missing number by using a characteristic measuring instrument receiving a packet having a prescribed header from packets sent from a packet generating section and passing through a packet transmission system being an object to be measured. CONSTITUTION:A primitive packet generating section 25 generates a packet with a length set by a packet length monitoring counter 24, and a generating number counting section 32 counts the number of sent packets. A packet passing through a packet transmission system 100 and reaching a receiving line 45 is fetched by a packet reception section 10, and only a packet having a prescribed header is received by a header checking section 54 and its received number is counted by a reception number counting section 55. Then the result of subtracting the received number from the number of generated packets measured before in the generation is missing number at passing through the packet transmission system. Thus, the timewise fluctuation characteristic of missing packet number is measured.
