A cigarette carton and method and apparatus for assembling the same wherein the difference in dimension between the breadth of the carton 63 and an undersized foil wrapped block of cigarettes is taken up by a corrugated spacer to provide snug storage for the block in the package. The spacer and wrapped block are adhesively tacked to the opposed adjacent walls of the carton. The spacer may be formed by drawing a paper card web through corrugating rolls 11 and scoring pieces from the corrugated web by coacting cutter and anvil rolls 22, 26, the cut pieces being taken on along guide 34 by a friction wheel 29 having a peripheral rubber at blade 32 where they are displaced by a lug (36) to a further assembly at which they are assembled with the cigarette blocks and inserted into a carton.
