PURPOSE:To allocate a trunk line to other communication except for the connection time of PVC by providing a facility registration, and providing a PVC time zone connection control part having a memory for storing a registration content. CONSTITUTION:The PVC time zone connection control part 1 which has received a facility registration packet stores the facility registration content in the vacant block area in (a)-(n) in the control part 1, and secures the release of a packet exchange 10 in accordance with the registration content. The exchange 10 transmits the facility registration packet received from a terminal 100 to an opposite packet exchange 20, stores the content of the facility registration packet which the PVC time zone connection control part 2 in the exchange 20 has received in the vacant block area in (a)-(n) in the PVC time zone connection control part and secures release in the exchange 20 in accordance with the registration content. Thus, the trunk line can be allocated to other communication except for the connection time of PVC.
