PURPOSE:To stably start a steam turbine, by using a medium and a low pressure turbine sections to increase the rotational frequency of the steam turbine to a rated level while conducting warming stream out of the halfway part of a high pressure turbine section to a steam condenser and by thereafter beginning to increase the load. CONSTITUTION:When a turbine is started, a first flow rate signal G corresponding to the result of the subtraction of a load set level D by a regulating valve closure bias E is sent out from a first adder 32. The signal G and a warming signal J are entered into a higher value preference circuit 41. A regulating valve 4 is controlled through an oil cylinder 42 by the signal passed through the circuit 41, to feed steam to a high pressure turbine section 6 and conduct steam out of the halfway part of the turbine section to a steam condenser 18. The sum of the load set level D and a signal produced by amplifying at 43 the difference C between the rotational frequency A of the turbine and a speed set level B is sent out as a second flow rate signal H from a second adder 34 to control an intercept valve 13 through an oil cylinder 44 to conduct steam to a medium pressure turbine section 14. |
