The apparatus used at the exposed area like a park toilet is operated by pressing a pedal (23) connected to a ball valve (121) through a wire (21). A check valve (141) placed after the ball valve bypasses the water to an outlet pipe (15) as is a drain pipe closed. When the pedal is released, the ball valve is closed by a spring (124), and the check valve is opened to the drain valve by the water pressure remaining in the outlet pipe. Then the bursting of the pipe in winter can be prevented by removing water in the piping.
