The device comprises a channel for throughflowing fluid, a valve (2) which is medium controlled and/or remote-controlled, a parking brake/packer seal unit (9) which with limited force can be brought to bear against the wall of the pipeline, a cylindrical wire anchor (1) with an external diameter which is slightly lesser than the internal diameter of the pipeline and can be brought into pressure contact with the pipeline.
