The device essentially comprises a sleeper which, on its lateral faces, is provided with pairs of blind holes which face one another in pairs, each pair of holes being located at a preset distance from the previous one; a pair of staples for fastening each rail onto the sleeper, which are inserted via their ends into the aforesaid holes, being capable of displacement by rotation between a retention position and a release position for the reel; an insulation plate which is located between the foot of the rail and the sleeper; and insulating bushes in each one of the blind holes in the lateral faces of the sleeper.
