PURPOSE: To obtain the subject composition having quick effect on allergy, eczema, thrombophlebitis, etc., containing a sterolin and/or spiroketalin along with a specific sterol and/or alcohol as solvent in the lipophilic phase. CONSTITUTION: This composition contains a sterolin (a kind of plant sterol) and/or spiroketalin along with use of an ethoxylated sterol and/or 12-30C alcohol as solvent in the lipophilic phase. This composition is obtained by mixing the above active ingredient(s) with the ethoxylated sterol formed by reaction with ethylene oxide, or the 12-30C alcohol followed by dissolving the resultant mixture in a polyhydric alcohol such as 1,2-propanediol; in this case, a sterol about 20-30 in degree of ethoxylation and/or 1-30C alcohol is added as a dissolving auxiliary.
