A device for release and/or absorption of a liquid comprises a number of stratified thin plates and/or films with slit-shaped gaps between the individual plates and/or films. The dimensions of the slit-shaped gaps are such that the liquid to be released or absorbed flows through the gaps by capillarity in function of the material of the plates and/or films and of said liquid. To increase the quantities of fluid, which may contain small solid particles, transported by capillarity and to permit a wide range of new applications at considerably lower cost, the device is designed as a freely movable, easily manipulated utility article or tool for applying/removing liquid to/from surfaces by stroking the latter. To this end, the stack of plates and/or films has at least one lateral surface which acts as a liquid-releasing or liquid-dispensing surface and the other regions of the stack of plates and/or films constitute a liquid reservoir.
