PURPOSE:To avoid overflow of a buffer memory and to prevent deterioration in a reproduced picture by detecting a prediction error of a picture signal and coding the result. CONSTITUTION:A prediction error detection circuit 11 generates a prediction error detection signal such as in-frame or inter-frame corresponding to an animated picture signal fed from a storage device MA or MB via a moving contact (c) of a changeover switch SW 2, encodes the generated prediction error signal and sends the result to an output terminal 2. Then the prediction error detection circuit 11 and a coding circuit 23 use a required control signal supplied from a control signal generating circuit 12 to generate a prediction error or to apply prescribed coding and the prediction error detection circuit 11 is initialized to a prescribed state every time the two storage devices MA, MB are switched while the object animated picture signal is read. Thus, overflow of a buffer memory due to rapid increase in the coded data quantity is prevented and the deterioration in the picture quality is reduced. |
