PURPOSE: To produce optical sensors in high volume with a simple method and to respond to the fluctuation in the parameters of a material in a short response time by preventing each carrier material from being penetrated by an adhesive and pushing into an adhesion layer with pressure to mechanically consolidate it. CONSTITUTION: A sensor measures at least one parameter in a liquid-shaped or gas-shaped sample. At this point, a carrier layer is constituted of a polymer foil 1 that is transmitted through excitation beams and radiation beams, and a thermoplastic forming material layer 2 is adhered on it. Then, with a carrier particle 3 of a fiber where a fluorescent indicator is immobilized, one portion 4 of the surface is pushed into the layer 2 and then is mechanically consolidated by the thermosetting layer 2 and is not dissolved in a water-based medium. Also, another large part 5 of the particle 3 projects into an optical transmission water-based gel layer 6 that covers the layer 2, thus enabling a fluorescent indicator to exist around a quasi-water base and the particle 3 to fully work as a mechanical gear to the layer 6 for the layer 2.
