PURPOSE:To execute progressive encoding corresponding to a transmission rate by accumulating a sequential use code in advance, decoding it at the time of transmission of image information, and generating a progressive use code. CONSTITUTION:A code 105 accumulated in a code accumulating part 6 is a sequential use code, since it is obtained by encoding all quantizing indexes 103, and when this code is decoded as it is, decoding of a sequential image can be executed. Also, at the time of transmitting image information, a quantizing index 107 is encoded and transmitted at every stage, therefore, by bringing it to reverse conversion and decoding it, transmission and decoding of a progressive image can be executed. Moreover, when the code 105 accumulated in the code accumulating part 6 is transmitted as it is, transmission and decoding of a sequential image can also be executed. Furthermore, the number of pieces stored in a piece number storage part 8 is varied. In such a way, even when various transmission rates and images are objects, progressive encoding corresponding thereto can be executed. |
