A water-soluble anticorrosion coating compsn. is prepd. by the steps of: heat-dissolving phenolic org. cpd. in equal amt. of water; making the soln. to be 8.5-9.5 pH by using sodium carbonate soln.; and at the same time, admixing a polyvinyl alcohol or polyoxy ethylene based emulsifier, and eumulsifing sufficiently at 55-65≦̸C; first reaction by adding epoxy resin; then second reaction by adding acryl based copolymer resin. The 1st and 2nd reacation are carried out at 55-66≦̸C.
