<p>PURPOSE:To prevent the deterioration of picture and to improve visual feeling for an encoded image by using a moving image signal filter to output an intermediate moving image signal which moderates the change of the moving image for the change of coordinate only in relation to the moving area of an input moving image signal. CONSTITUTION:A moving area decision part A1 obtains the value of difference between the value of an input moving image signal 1 and the value of a previous frame being held in a frame memory A1-1 for every picture element units through a subtracter A1-2, compares the difference value with a threshold value through a threshold comparator A1-3, and when the difference value is the threshold value or more, decides as belonging to the moving area, and instructs to a moving image signal filter B1. Only the moving area is filtered through a strong low-pass filter B1 for the fluctuation of a spatial moving image, and a generated information quantity in encoding is controlled as the deterioration of the picture in a still area is prevented. Thus, the deterioration of the picture is prevented, the visual feeling for the encoded image is improved, and the information quantity is not increased.</p> |
