An water oil type emulsion fuel oil is produced by adding a mixture of banker-C oil and water in wt. ratio of 80:20 to 0.01-5 wt.% manganese. The fuel oil gives thermal efficincy enhancement, fuel reduction, CaO decrement, SOx decrement, NOx decrement, and soot and dust reduction effect.
