According to the invention, the device comprises a rectangular waveguide, operating according to the TE01 mode, terminated by two fixed short-circuits (7), the guide and the short-circuits are in two distinct sections (2, 3), corresponding to a cut along the mid-plane of the two large faces; the two sections (2, 3) are kept in a position facing one another with a separation (e) making possible the passing of a flat material (4) over the whole width of the guide; a means of magnetic coupling is mounted on one of the ends of the section (2) and connected to a receiver or to a generator of microwaves. Preferably, the coupling is produced with the aid of a rigid conducting wire (5) whose part (8) interior to the guide has the form of a loop. When the means of coupling is connected to a microwave receiver, the device applies in particular to the measuring of the temperature of the flat material. When it is connected to a generator, the device applies in particular to drying. <IMAGE>
