PURPOSE:To reduce a heat loss by providing a pipeline body, a heat pipe bringing a heat receiving section into heat contact with hot water and arranging a heat radiating section at a heated section, and a device controlling an outlet side switching valve to close it after a preset time and open it after a preset time. CONSTITUTION:The heat receiving section 6a of a heat pipe 6 arranged in a pipeline body 8 is heated by the heat contact with the hot water filled in the pipeline body, a working liquid is vaporized, and the heat of the hot water is captured by the working liquid as the latent heat of vaporization and moved to a heat radiating section 6b. The liquefied working liquid is circulated from the inner wall face of the heat pipe 6 to the heat receiving section 6a. The closed state of a switching valve 12 is detected by a detector 13, when a preset time B elapses after a control devices 14 receives it, the switching valve 12 is set to the open state. When a preset time A elapses after the detector 13 detects the open state, the switching valve 12 is set to the closed state to fill the hot water again, and these actions are repeated to prevent the freezing of the road face 5.
