PURPOSE:To realize high compression by transmitting a code only when a predicted error exceeds a threshold, and executing the compression in a time direction at the same time in addition to the compression in a picture amplitude direction by the quantization of the predicted error. CONSTITUTION:A picture signal inputted from an input terminal 11 and a predictive signal 115 are inputted to a first addition circuit 12, and become a predictive error signal 116. The predictive error signal 116 is sent to a first quantizer 13 through a transmission switch circuit 19. A quantized output is sent to a first inverse quantizer 14. A second addition circuit 15 adds inverse quantized output and the predictive signal 115, and generates a local decoded signal 117. The local decoded signal 117 is sent to a first predicter 16, and the predicter 16 generates the predictive signal together with an initial value stored in an first initial value storage register 17. The predictive error signal 116 is sent to a predictive error decision circuit 18, and the predictive error decision circuit 18 compares it with the threshold, and controls the transmission switch circuit 19, and the transmission switch circuit 19 does not output the predictive error signal 116 when it is smaller than the threshold. |
