The system switches packets coming from a plurality of n entrance junctions (E0 to E15) onto a plurality of exit junctions having lower throughputs than the throughputs of the entrance junctions. The exit junctions are grouped into n groups of exit junctions (S0.0 to S0.p; S1.0 to S1.p; ... ; S15.p to S15.p). Each group comprises at most p exit junctions.
