<p>PURPOSE:To suppress the influence of omission to a minimum by providing a packetization circuit which comprises a packet(cell) by comparing the stored image of a preceding frame with an inputted television signal, outputting the in-frame encoding output of an area judged as motion, and attaching address information on the output. CONSTITUTION:The television signal added on an input terminal 1 is in-frame- encoded at an in-frame encoder 2. Meanwhile, the image of the preceding frame is stored in a frame memory 3. The image is compared with the inputted television signal at a motion judging circuit 4. When a difference between them exists and it is judged as the motion, the signal is outputted after closing a switch 5. The output is added on the frame memory, and the content of the area in the memory is rewritten to a new content. The output of the switch 5 is added on the packetization circuit 7 with the address information(scanning line number, position and length of picture element, etc.) from a timing circuit 6.</p> |
