摘要 PURPOSE:To efficiently encode the action vector information of right and left pictures used for forecasting between the moving compensation frames of a stereo moving picture image by using the parallax vector information between right and left pictures. CONSTITUTION:In a position shifting circuit 104, left frame moving vector information 102 is shifted to the position in the picture corresponding to right frame moving vector information 101 for respective vectors by using parallax vector information 103. Further, the difference between the right frame moving vector information 101 and shifted moving vector information 105 is calculated by a difference circuit 117 and difference vector information 106 obtained. The right frame moving vector information 101, the difference vector information 106 and the parallax vector information 103 are inputted to a variable length encoding circuit 107 and a variable length code 108 is outputted. Thus, when the difference vector is variable-length-encoded and the short code is assigned to the vector near 0, the information can be encoded with a small information quantity.
