PURPOSE:To guarantee a picture quality at not less than a constant value, and to effectively utilize a transmission channel by executing the simultaneous encoding transmission of plural stereo moving image in an asynchronous transmission mode, and controlling the characteristics of the respective stereo moving image encoders step-wise. CONSTITUTION:A hierarchy transmission control parameter determined by a hierarchy control optimal circuit 23 is inputted to hierarchy transmission control circuits 17 and 18. In the hierarchy transmission control circuits 17 and 18, two pieces of hierarchy encoding information 08 to 10 are separated to indispensable encoding information and additional encoding information, and the maximum value of the hierarchy to be transmitted in the additional encoding information is applied by a hierarchy control parameters 15 and 16. Two pieces of hierarchy transmission information 19 and 20 are inputted to a multiplexing circuit 21 together with hierarchy control parameters 15 and 16. The information arranged in the multiplexing circuit 21 is transmitted to a decoder on a receiving side with the use of an asynchronous transmission mode transmission path 22.
