<p>PURPOSE:To suppress the encoding deterioration of a picture signal expressing an area designated with the intention of a transmitting side by coding the picture signal expressing the designated area by means of a coding parameter at small deterioration different from the picture signal expressing the area which is out of the designation. CONSTITUTION:When an upper left angle (X1, Y1) and a lower right angle (X2, Y2) are designed by an area designating signal 7, a picture monitoring signal 12 added with a pointer is outputted from an output terminal (d). Simultaneously, the picture signal to express an oblique line part area A surrounded by a rectangle using the positions designated by the (X1, Y1) and (X2, Y2) as a diagonal is coded by a first coding parameter which restricts the deterioration of resolution due to encoding. The picture signal to express an area B is coded by a second coding parameter which permits the deterioration of the resolution due to encoding, block addresses (X1, Y1) and (X2, Y2) are multiplexed, and outputted from an output terminal (c) as a multiplexing signal 11.</p> |
