PURPOSE:To improve fine operability by controlling a prime mover such as to be operated at the set rotating speed when a judging means judges an operating member being operated at the rotating speed higher than the fixed value during the operation at the low rotating speed. CONSTITUTION:The operating state of an operating means 104 is detected by means of a detecting means 107. A judging means 108 then detects that all operating means 104 are in the neutral state on the basis of the detected result of a detecting means 107. When a clocking means 109 clocks a fixed delay time, a prime mover 100 is operated at the low rotating speed lower than the set rotating speed by means of a rotating speed control means 106, and a pump 101 is driven so as to drive a motor 102. When a judging means judges that the operating member 104 is operated at the rotating speed less than the fixed value during the operation at the low rotating speed, the prime mover 100 is operated at the rotating speed higher than the low rotating speed and lower than the set rotating speed. Furthermore, when the operating member 104 being operated at the rotating speed higher than the fixed value is judged, the prime mover 100 is operated at the set rotating speed. |
