By a command order converting section 11, according to positive rotation or reverse rotation, the output of the current command value CDU or the output of the value CDV is previously generated, and is D/A-converted, and the input to a change-over switch 3 is provided, and the input of switching signal SS to the change-over switch 3 is provided.
