PURPOSE:To encode a picture signal efficiently both for a moving picture and a still picture and to display them on the same monitor by generating the moving picture from a low frequency component with a high resolution picture. CONSTITUTION:An inputted high resolution picture signal is separated by a low frequency low resolution signal separation section 12 to generate a low frequency low resolution signal, the signal is encoded by a 1st encoding section 18 and stored in a memory 14, a high frequency component signal is extracted at a high frequency signal separation section 25 from a high resolution picture signal, encoded and stored by the 2nd encoding section 28. The 1st encoding section 18 decodes the encoded data at retrieval and a moving picture is reproduced from a magnified decoding picture obtained through interpolation and magnification to reproduce a high resolution still picture at a picture signal synthesis section by using a decoding signal being the low frequency low resolution signal and a decoding signal being a high frequency component signal. Thus, the moving picture and the still picture are generated from the picture signal of the same input system, encoded efficiently to facilitate the reproduction of the moving picture. |
