PURPOSE:To obviate the generation of a fluctuation in output light intensity at the time of distribution of light signals even if an LD light source having high directivity is used by interposing a mode scrambler between an optical fiber coupler and the light source. CONSTITUTION:The LD light source 10 is connected to an FC connector 11 and further a 1X4 star coupler 1 by which the light source is branched and is connected via output terminals 1L to 4L and FC connectors 11a to 11d to an optical power meter 12. The mode scrambler 13 is interposed between the light source 10 and the FC connector 11. Mode conversion is executed by controlling the excitation state in the fiber by means of the mode scrambler 13. As a result, the stationary excitation state including not only a lower mode but a higher mode as well is attained. The light is, therefore, distributed in such a manner as to obviate the generation of the fluctuation in the output light intensity of the respective output terminals 1L to 4L at when an LED is used for the light source 10.
