PURPOSE:To provide smooth traveling control by determining the capacity of a pump motor according to the driving torque determined from the operating amount of an accelerator pedal and the present gear position at the time of hydraulic starting and covering insufficient driving torque by engine driving power. CONSTITUTION:At an energy regenerative mode, that is, at hydraulic starting or hydraulic driving when the hydraulic torque by the oil flowing to a low pressure accumulator 27 through a circuit valve 25 and a pump motor 14 from a high-pressure accumulator 26 is transmitted to respective wheels through a PTO device 8, in a control means 64, the torque necessary to drive a vehicle suited to the present opening degree of an accelerator at the present gear position from the detected results of the opening degree of the accelerator and the gear position. The capacity of the pump motor 14 is determined for control from the driving torque and the oil pressure detected by a pressure sensor 47.
