The concrete composition being laid underwater without substantial separation or washing out of cement comprises cement, aggregate and 0.1-4% (to the weight) of cement a water soluble vinyl polymer containing units represented by general formula (I). In (I), R1 is H or lower alkyl; A is -CH2-, -CONHCH2-, -CONHC (R+R3)-CH-2- or (a); R2 and R3 are each H or lower alkyl.
