PURPOSE: To use a fuel element under strict conditions by binding the barrier layer of non-alloy Zr metal to the inner surface of Zr alloy pipe metallurgically and dispersing aluminum silicate additive into a nuclear fuel substance (uranium oxide etc.). CONSTITUTION: A compound covering container 12 consists of a pipe-shaped body 14 in closed state where end plugs 16 and 16' are welded to both edges. A barrier layer 18 of a nonalloy Zr metal (containing approximately 1,000-5,000ppm impurity) is bounded to the inner surface of the pipe-shaped body 14 made of Zr alloy metallurgically. The thickness of the layer 18 is equal to approximately 5-30% of the thickness of the container 12. A center core material 20 made of nuclear fuel substance is housed inside the container 12 with a gap 22, a plenum 24 exists at one edge, and a retention means (spring) 26 is arranged inside. Aluminum silicate and a substance containing it is introduced into the nuclear substance as an additive by approximately 0.05-5.0wt.% in reference to the total amount of the nuclear fuel substance, thus withstanding a rapid output increase and at the same time withstanding a hard output circulation without causing damage.
