PURPOSE: To speedily and securely adjust continuous angles of a cam shaft by providing an operation element on a carrier connected with a shaft on one side through a screw part so as to rotate freely and be fixed in the direction of axial line and connecting this carrier with an electric motor through a transmission means. CONSTITUTION: An electric motor 24 is energized through a controller 27 to start the angular adjustment motion so that the number of rotation differs from the number of rotation specified by a cam shaft 11 and a planetary gear device 19. The difference in the number of rotation is transmitted to a carrier 17 through an inner toothed gear 23 and a planetary gear 20 by a gear 25, and the carrier 17 moves in the direction of axial line on a shaft end 15 of a flange shaft 9 due to its relative rotation for the cam shaft 11. Consequently, an operation element 5 provided rotatably on the carrier 17 is also moved in the direction of axial line to perform desired relative rotation between a crank shaft and the cam shaft 11.
