PURPOSE:To improve a rise in electrification and its stability by providing a toner layer thickness regulating member with a resin surface containing a positive electrification control agent and a negative electrification control agent. CONSTITUTION:With the toner thickness regulating member 4, its surface contains the positive electrification control agent and the negative electrification control agent. For an applicable electrification imparting agent, material that can impart positive or negative charges through the triboelectrification with toner can be used regardless of inorganic or organic material. Consequently, the toner is electrified stably and speedily. If the toner is negatively electrified, the quantity of the positive and negative control agents and their rate is reverse of the case where the toner is negatively electrified. |
