PURPOSE:To evade the generation of a sleeve ghost by providing a resin layer which contains conductive particulates on the surface of a developer carrier. CONSTITUTION:The resin layer 18 which contains the conductive particulates is provided on the surface of the developer carrier 17. Therefore, when a voltage applied to an electrode brought into soft contact with the surface of said resin layer 18 is <=5V, the flowing current increases and the ratio of the applied voltage and current is made nearly constant up to a low applied voltage of 1,000microvolts. Consequently, contamination on the developer carrier 17 with a developer is reduced or prevented and the positive sleeve ghost is eliminated or reduced to obtain an image of high picture quality. |
