The transformer comprises, for each phase, a high voltage winding 2 and a low voltage winding 3 which are coaxial with a magnetic circuit element 4. The high voltage winding 2 comprises at least two flat coils 2a, 2b with turns arranged in adjacent coaxial layers, the number of turns per layer being several times larger than the number of layers per flat coil 2a, 2b, the two flat coils 2a, 2b being wound in opposite directions, the link between the two flat coils 2a, 2b being situated between their respective layers of smallest diameter. An insulation material is set in place between each layer and the next in order to provide for the mechanical inter-cohesion between turns and the mechanical strength of each flat coil 2a, 2b. Application to the manufacture of dry insulation high voltage/low voltage distribution transformers of relatively small size and which are particularly resistant to voltage shocks and fire. <IMAGE>
