PURPOSE:To eliminate necessity for phase alignment of a safety spline and a coupling on a stab shaft in their rotating direction by protruding one end of a pin driven into a pin insert hole in the joint part of stab shaft with the coupling. CONSTITUTION:A pin insert hole 21 is bored in the joint part of a stab shaft 1 with a coupling 20 on the steering shaft side in the neutral position in rotational direction at the outer end of a torsion bar 3 and the stab shaft 1 wherein the coupling on the steering shaft side is coupled with the outer end. There a coupling pin 22 is driven to couple the stab shaft 1 with the torsion bar 3, and one end 22a is protruded at the periphery of the stab shaft 1 as a locating means relative to the coupling 20. This eliminates phase alignment of the coupling on the steering wheel shaft and a safety spline 5 on a pinion shaft 2 in their rotating direction on the stab shaft 1.
