A valve timing control system includes a valve timing control mechanism constructed independently of the camshaft (1) with avoiding direct engagement between a timing adjusting element and the camshaft (1). For enabling this, an inner cylinder (12) is provided as an additional component. The inner cylinder (12) is provided with an external gear teeth (13) engaging with the internal gear teeth (16c) of a timing adjusting element (16a). The inner cylinder (12) is designed to be firmly secured to the camshaft (1) by means of an axial fastening bolt (20). Such construction permits advance adjustment of phase relationship between the sprocket (9) and the inner cylinder (12) before fixing the inner cylinder (12) on the camshaft(1).
