PURPOSE:To prevent the occurrence of an excess operation whenever a parameter is altered by providing a parameter designation means setting separately a constant and a variable as the parameter when a program is generated. CONSTITUTION:A memory 4 includes a parameter designation program which comes to be the parameter designation means. When an operation request for program generation is given from a keyboard 7, a program generation program and the parameter designation program in the memory 4 are started. CPU1 which operates in accordance with the parameter designation program sets a flag discriminating the constant and the variable with a value when the name and the value of the parameter are inputted from the keyboard 7. Thus, the value of the parameter can be altered in the program within a digital controller, and it is unnecessary to alter the value through a programming device 9.
