PURPOSE:To preform distribution to a correct address even when address information is changed by preparing a generation address table, a same address table, and an address substitution table in advance, and performing transportation to the correct address when it is returned from a distribution destination by referring to the same address table. CONSTITUTION:The generation address table 1-1, the same address table 1-2, and the address substitution table 1-3 are prepared in advance, and a distribution and transportation processing part 3 performs the distribution to the address in which the latest generation and the next generation, etc., are found out corresponding to a distribution instruction by referring to the generation address table 1-1. When they are not found out, the distribution is performed to the address of the latest generation and the next generation, etc., in the generation address table 1-1 corresponding to the address found out from the address substitution table 1-3. Also, when the distribution is returned as erroneous distribution, it is transported to the address found out from the same address table 1-2. In such a way, it is possible to perform the transportation to the correct address by referring to the same address table 1-2 in the case of performing the distribution to the correct address and further returning it from the distribution destination corresponding to the distribution instruction.
