<p>PURPOSE:To improve encoding efficiency by deciding the code of a vector quantizing index while dynamically changing the variable length code table of the vector quantizing index by means of the code of motion vector information transmitted in a past time, the code of validness/invalidness deciding information, and the code of the vector quantizing index. CONSTITUTION:A condition memory circuit 204, a variable length encoding table dictionary circuit 205, a variable length encoding table selecting circuit 206, and an index encoding circuit 207 are possessed. Further, the code of the vector quantizing index is determined while the variable length code table of the vector quantizing index is being dynamically changed by the code of the motion vector information transmitted in the past time, the code of the validness/invalidness deciding information, and the code of the vector quantizing index. Thus, the entropy encoding at low redundancy is attained, and the encoding efficiency is improved.</p> |
