PURPOSE:To avoid ineffective processing from being executed by many communication enable areas by holding mobile frequency information from each communication enable area to each adjacent communication enable area and trying the switching of a busy channel while limiting to the communication enable area possible for movement most. CONSTITUTION:A mobile telephone exchange (AMC) 4 receiving a level deterioration notice signal a-1 from a radio base station (MBS) 1-1 selects a peripheral base station 1s most possible as a mobile destination base station for a mobile body 3 from a moving frequency statistic table 432, tries the changeover of a busy channel to the selected peripheral base station 1s(=1-4) and when the switching of a talking channel is failed, the next possible radio base station (MBS) 1 is selected and the trial is repeated. Thus, the execution of the ineffective busy channel switching by all the peripheral base stations 1s prevented. |
