PURPOSE:To perform the re-transmission of data at an arbitrary time and also without using a data memory wastefully by storing the address of the data on the data memory and the content of a header attached on the data at every outgoing, and managing them until reception confirmation can be received from a network. CONSTITUTION:A layer 2 (data link layer) processing part 13 inputs the address of packetized data receiving from a layer 3 (network layer) processing part 12 in an unconfirmed data address managing table on the data memory. Next, the content of a layer 2 header attached on the packetized data is inputted in an unconfirmed layer 2 header managing table. The layer 2 header corresponding to the packetized data is attached to the data and it is transmitted to a line side input/output part 14. In such a manner, it is possible to realize the re-transmission of the data without awaiting the reception confirmation from the network of the layer 2 processing part 13 and also without duplicating the data, which eliminates the waste usage of the data memory.
