<p>PURPOSE:To reduce the distortion of the decoding vector at the decoding side and to prevent the deterioration of the decoded picture by selecting an index based on the result of comparison of distortions obtained from a distortion comparison means. CONSTITUTION:A 1st distortion is calculated between a vector Vin outputted from a vector formation means 18 and a peculiar vector Vdo which is set previ ously and used in a decoding system. Then a 2nd distortion is calculated be tween the vector Vin outputted from the means 18 and a decoding vector Vdec outputted from a decoding vector production means 20. Both distortions are compared with each other via a distortion comparison means 21. When the 1st distortion is larger than the 2nd distortion, an index IDdec is outputted from a vector quantization means 6. Meanwhile an index IDo of the vector Vdo is outputted in the case the 1st distortion is smaller than the 2nd distortion. Thus it is possible to prevent the increase of the distortion of an orthogonal conversion coefficient during a signal processing for decoding performed in a decoding system in the case a mismatching state occurs.</p> |
