The timer includes a flip flop unit (4) transmitting 4-different mode signals by receiving pulse signals from an inverter (I) as a clock signal, from initial reset unit (2) and from an initial mode designator as a reset signal, a gate unit (5) transmitting a first and a third driving control signals according to a second and a fourth mode signal, a timer power switching unit (6) supplying power to a timer when a first or a third driving control signal is transmitted by the gate unit, a switch muting unit (8) transmitting a pulse at initial time of providing constant voltage by a constant voltage unit (1), and a time constant switch (10) switched by second and third time constant control signal from a displaying unit (7).
