A device is described for counting or dispensing goods as a function of a measuring device in the form of a flow meter, a balance, a light barrier or the like. The device has an input circuit (16) for the measured variable as well as indicating devices (40, 41) for the actual value and the desired value of the flow of goods. An output circuit (25, 26, 30, 31) influences a valve, a dispensing device, a transport device, a pump or the like for the stream of goods. The special feature of the device consists in that devices are additionally provided for monitoring the counting process or dispensing process, especially for monitoring the flow of at least a minimum flow of goods or monitoring whether the flow of goods lies within a predetermined tolerance range. It can furthermore be monitored whether a leakage flow still flows after switching off or whether breaks have occurred in the conductors. <IMAGE>
