<p>PURPOSE:To generate a still picture with excellent vertical resolution by dividing a frame picture into an area with movement and an area without movement, using a substantial picture element data in the area without movement and using an interpolation data in the area with movement so as to generate a still picture. CONSTITUTION:A CPU 3 controls a frame memory 2 and is provided with a movement discrimination means, an interpolation data generating means and a data transmission means. A frame picture signal picked up by the interlace system is fetched in the frame memory 2 and the movement discrimination means discriminates whether each area is an area with movement or an area without movement and the interpolation data generates an interpolation data. Then the data transmission means sends a picture element data stored in the frame memory 2 in the area without movement, sends a picture element data stored in the frame memory 2 in the area with movement as to one field and outputs the interpolation data as to other field respectively. Thus, as to the area discriminated to be no movement, since the vertical resolution is not reduced, the vertical resolution as a whole is much improved.</p> |
