<p>PURPOSE:To transmit original information with the small number of packets by, for each cell, causing the header part to have cell data length information to indicate the size of meaning data stored in a cell data area, inspecting the size of the data length information and knowing a final cell. CONSTITUTION:A more data display part is excluded from a cell format, cell header information CI and a cell data length CL of the meaning data are stored in a cell header part CH, and the capacity of the cell header part CH is reduced by the degree of the capacity of the more data display part. By the degree to reduce the capacity of the cell header part CH, cell data part CD to store user data are increased, and for the final cell, meaningless data are added to the cell data part CD area. At the time of receiving, the final cell is recognized when the data length information of the data length CL is equal to the value at the time of the maximum storage of the cell data part CD area or below.
